The old court procedures with its intricacies and formalities was replaced by the simpler Norwegian system. The king was ruler and lawgiver was regarded as the source of justice, and behind the laws now stood the royal authority, ready to execute the decrees of the courts even against the most powerful offenders. Violation of the law was no longer viewed as a private affair to be settled by the offender and the party injured, but as a crime for which the wrong-doer had to answer to the government. The fines to be paid and other punishments to be inflicted were still to be determined by twelve men according to ancient usage.
